Type 2 diabetes is one of the most straightforward VA disability claims for veterans with Agent Orange exposure — it’s presumptive, meaning the VA assumes the connection without requiring a nexus letter. Who Qualifies for Presumptive Service Connection
Vietnam veterans who served in-country between January 9, 1962 and May 7, 1975 are presumed to have been exposed to Agent Orange. Blue Water Navy veterans who served in the offshore waters of Vietnam also qualify following the Blue Water Navy Vietnam Veterans Act of 2019. Veterans who served in Korea along the DMZ between September 1967 and August 1971 may also qualify.

How the VA Rates Diabetes
Diabetes is rated under DC 7913 based on treatment requirements and how well the condition is controlled: 10% (manageable by restricted diet only), 20% (requires insulin or oral hypoglycemic medication and restricted diet), 40% (requires insulin, restricted diet, and regulation of activities — frequent episodes of ketoacidosis or hypoglycemic reactions), 60% (requires insulin, restricted diet, regulation of activities, plus one or more of: progressive loss of weight and strength, syncope, or definite deterioration), 100% (requiring more than one daily injection of insulin, restricted diet, and regulation of activities with episodes of ketoacidosis requiring hospitalization twice per year).
Secondary Conditions Are Where the Real Value Is
Type 2 diabetes causes secondary conditions that can be rated independently: diabetic peripheral neuropathy (affects hands and feet — ratable separately for each extremity), diabetic eye disease, kidney disease, erectile dysfunction (rated under DC 7522), and cardiovascular conditions. A veteran with 20% for diabetes can build to 70%+ through secondary conditions if all are properly documented and claimed.
Erectile Dysfunction as a Secondary
ED secondary to diabetes-related vascular damage or neuropathy is separately ratable under DC 7522. The base rating is 0% for service connection (which unlocks a Special Monthly Compensation add-on of $139.87/month for loss of use of a creative organ). This is one of the most overlooked secondary conditions for diabetic veterans.
Do I need to prove my diabetes was caused by Agent Orange?
No. Presumptive service connection means the VA accepts the connection without proof. You only need to show (1) a current diagnosis of Type 2 diabetes and (2) qualifying service in an Agent Orange exposure area.
Can post-9/11 veterans claim diabetes under the PACT Act?
